The GeoPDF format provides an effective solution for -

Distribution -GeoPDF is used extensively within US defence for the publication of maps and spatial data. It has been adopted as a NATO standard.

Field Capture - use the GeoMark tools in conjunction with a GPS to capture assets and changes from within the Free Adobe Reader. Features can be exported in shape file format for inclusion in the enterprise GIS.
